Should I use moisturiser on oily skin?

Yes, oily skin uses moisturiser too. Oil is the sebum the skin produces, while moisture is the water content of the upper layer. Skin can be oily and short of water at the same time. When moisturiser is stopped, the skin may increase its oil production to make up for the water loss. On oily skin, light-textured products are comfortable to use.
