A skin can be oily and short of water at the same time. For oily skin, the question is not “should I moisturise” but “what texture should I moisturise with”.

Two different things are being mixed up here: oil and moisture. Oil is the sebum your skin produces. Moisture is the water content of the upper layer. A skin can be oily and short of water at the same time.
When a moisturiser is stopped completely, the skin can increase its oil production to make up for the water loss. So the shine does not go away; it can carry on.
For oily skin, the question is not “should I moisturise” but “what texture should I moisturise with”.
